SIMS 7 - Update to Partner APIs in Summer 2020 release for Attendance

The change to government policy in England (and now Wales) has required that schools use the attendance code Y for absences other than illness related to COVID-19.  In addition statutory reporting required that the school counts  COVID-19 related absences twice daily in England and hence we have added further optional codes to help schools meet their requirements.  See here for further information.

The summer release does 2 things in this area:

1. Allows partner APIs to save Y codes or codes that map to Y codes such as the 8 code added in one of our patches.
2. Provides a new API which enables partners to map COVID-19 additional codes to the required statutory code.
